He has a Master of Public Administration from Columbus State University and a BA in Organizational Leadership/Public Safety from Reinhardt University. Chief Carlson is a graduate of the 276th Session of the FBI National Academy, the Georgia Command College, Georgia International Law Enforcement Exchange (GILEE) and the Senior Management Institute for Policing (SMIP). In 1994, Chief Carlson began his military career in the USMC Reserve and ultimately retired as a Captain with the Georgia Army National Guard in 2022. During his tenure, he was deployed to Afghanistan in support of Operation Enduring Freedom in 2014, where he was awarded the Afghanistan Campaign Medal with Campaign Star, Meritorious Unit Commendation and Meritorious Service Medal. 8 | 9 | 10 | 11 | 12 | 13 7 GENERAL MEETING - Speaker: The Honerable Chris Carr, Attorney General for State of Georgia Chris Carr has served as Georgia's Attorney General since 2016 with a mission of protecting the lives, livelihoods and liberties of all Georgians. He has won statewide election two times – in 2018 and 2022 – based on his strong, conservative record of prosecuting violent crime, keeping the economy open, defending Georgia’s election integrity law, supporting law enforcement, going after fraud and corruption, and fighting back against federal overreach. Chris previously served as Chief of Staff for U.S. Senator Johnny Isakson for six years and as the state’s chief economic development officer under Governor Nathan Deal from November 2013 to November 2016. Under his leadership, the Georgia Department of Economic Development helped to create more than 84,000 jobs representing approximately $14.4 billion in investment and Georgia was named the top state in the nation in which to do business for the very first time. Rotarians and their guests are invited. Breakfast is catered by Edible Heirloom and will be served beginning at 7:30am. The cost is $35 per person, and each club should bring a check for the total of their entourage. Individuals can pay at the door, if necessary. Each club should: • Nominate a member for the You Are They Key (Bill Grant award) by February 27. • Present their Show Rotary Cares (Bill Mulkey Award) recipient at the breakfast. • Present their Teacher of the Year at the breakfast. This year’s speaker will be Nicole M. Golden, Dekalb County Tax Commissioner. Ms. Golden was sworn in as Tax Commissioner in DeKalb County on December 31, 2025. In her role, Ms. Golden is responsible for billing, collecting, and disbursing $1.8 billion in personal and real property taxes, as well as administering homestead exemptions for all qualified property owners. She also serves as a tag agent for the State of Georgia, processing motor vehicle registrations, collecting motor vehicle taxes, issuing vehicle tags and titles, and completing all vehicle registration renewals for citizens and businesses located in DeKalb. | 14 |

It is truly a privilege to be able to meet people during one of the most vulnerable times of their lives, help them fight it, and be there every step of the way on their journey.” -Dr. Bonta Dr. Ioana Bonta is a board-certified physician in medical oncology and internal medicine that specializes in systemic therapies such as immunotherapy, targeted therapy, chemotherapy and combined modalities to treat different types of malignancies. Dr. Bonta holds a position as an adjunct clinical Assistant Professor at Morehouse School of Medicine and has clinical interests in thoracic oncology, head and neck malignancies, melanoma, and clinical trials.
